Annotation:

THE MUNICIPAL FILTER: PROBLEMS AND PRACTICE OF APPLICATION 
 
The article is devoted to the legal institute of the municipal filter, the practice of its application and the problems that arise in the process. In the context of discussions that began during the adoption of amendments to the Constitution, the author considers it important to point out the existing problems of the electoral law. In particular, the article notes the fact of the undemocratic municipal filter and the occurring abuses in the implementation of the analyzed legal norms, as well as possible solutions to the problems identified.
