Аннотация:

The article explores legal and organizational specificities of the development institutions of China and Japan in connection with the reform of development institutions by the Government of the Russian Federation. The regulatory framework for the functioning of Chinese and Japanese financial development institutions is studied, as well as the history of their evolution. For example, the activities of Chinese «political banks» (the China Development Bank, the Export-Import Bank of China and the Agricultural Development Bank of China) are regulated by the by-law of the State Council. At the same time, the major Japanese development institutions (the Development Bank of Japan, the Japan Bank for International Cooperation, the Shoko Chukin Bank and the Japan Finance Corporation) are governed by specific laws. A comparative legal analysis of the regulation of these development institutions and Russian ones is conducted. The author highlights the main activities and prerequisites to the effectiveness of the development institutions in China and Japan. On the basis of the present study, proposals for further reform of development institutions in the Russian Federation are formulated.
